Many of us have been concerned by congress’s inaction in trying to codify the $175 billion per year in budget cuts identified thus far by the DOGE operation. Most of those cuts involve discretionary spending and thus aren’t really eligible to be included in the reconciliation package that has dominated congress’s time thus far. So, separate legislation is required.
The most efficient way to codify these budget cuts is via a recission package which authorizes the President to use his rescission powers to cancel spending which had been approved by congress. There are two processes for enacting such a package.
One way would be for congress to initiate a rescission bill. But if it is done that way, then the bill would have to overcome the Senate filibuster rule, an impossibility in the current 53-47 Senate GOP majority.
