Regarding Philly, I had a buddy in the Marines from there who had to take emergency leave in 1984 when the police dropped a bomb from a helicopter on the roof of an apartment building in the battle with MOVE if anyone remembers that. That was his building where his wife lived! Rough neighborhood. He told me about a division of the Philadelphia police department that had a name I can’t remember, but he told me they wore leather jackets and beat the crap out of anyone who got in their way. I’m sure they have long been disbanded, not sure bicycle cops can be as intimidating.
